UK E-Bike Regulations Explained

UK E-Bike Regulations Explained

E-Bike and E-Scooter Use in the UK

Thank you for considering purchasing an e-bike or e-scooter from Zip Bikes! It’s important to understand the legal requirements surrounding their use in the UK to ensure you stay safe and compliant with the law.

E-Bikes (Electrically Assisted Pedal Cycles – EAPCs)

Key Legal Points

1. Classification as an EAPC:

  • The bike must have pedals that can be used to propel it.

  • The motor must have a maximum power output of 250 watts.

  • Motor assistance must stop when the bike exceeds 15.5 mph (25 km/h).

  • If equipped with a throttle, it must not assist without pedalling above walking speed (3.7 mph / 6 km/h).

2. Riding Requirements:

  • Riders must be at least 14 years old.

  • No licence, insurance, or vehicle tax is required.

3. Where You Can Ride:

  • EAPCs can be ridden on public roads, cycle paths, and other areas where bicycles are allowed.

  • They cannot be ridden on pavements or pedestrian-only zones.

4. EAPC Identification:

  • Your e-bike must display either the manufacturer’s name and power output or a sticker showing compliance with EAPC regulations.

E-Scooters

Key Legal Points

1. Privately Owned E-Scooters:

  • Currently, privately owned e-scooters are illegal to use on public roads, pavements, cycle lanes, or pedestrian areas.

  • They may only be used on private land with the landowner’s permission.

2. Rental E-Scooters:

  • The UK government is running e-scooter rental trials in select areas.

  • Riders must:

    • Be at least 16 years old.

    • Hold at least a provisional driving licence.

    • Follow local rules on where e-scooters can be ridden (usually cycle lanes and roads).

  • Rental e-scooters are covered by insurance provided by the operator.

3. Helmets and Safety:

  • Wearing a helmet is recommended but not legally required.

  • Riders should adhere to local speed limits and follow general safety guidance.

Penalties for Non-Compliance

Using a privately owned e-scooter in prohibited areas or riding an e-bike that does not meet EAPC requirements may result in:

  • Fixed penalty notices

  • Points on your driving licence

  • Fines for operating an uninsured or unlicensed vehicle

Future Developments

The UK government is considering updates to legislation for e-scooters and other personal electric transport devices. We recommend staying informed about any changes that may affect your ability to ride legally.
